how to set a default language?

In case of single lingual visitors it is simple!
config_global:
$_config['output']['language'] = 'es'; // or 'kr', or other language

In My case, site always return to english in  logout status.
and  at also  first visit after cookie clear, site is english.

my config file set:

$_config['output']['language'] = 'kr';

// ----------------------  CONFIG DETECT_LANGUAGE  ---------------------- //
$_config['detect_language'] = '0';

// --------------------  CONFIG ENABLE_MULTILINGUAL  -------------------- //
$_config['enable_multilingual'] = 1;

This form is not correct,
There is no other method, i can only spanish name to "en" is the only solution

Solved!
The problem is UCenter spanish version, I've corrected. I may prepare the Spanish version 2 ucenter

After verifying ionobgy's environment
I see the problem caused because of our Korean pack ID is not corresponding to the ISO-639 standard.
Our Korean ID is "kr" (like Korea contry code).
But the ISO language code must be not "kr" but "ko"!

What to do?
Variants:
1) Rename Korean language pack to "ko"
2) Add a small hardcoded patch for renaming "ko" to our "kr".
