[Usage] How to enable forum hot thread box?

I just wondering how could I enable a "Forum Hot Thread Box] in X.25 just as the one
in this forum?

Thanks for you info.
However, it was already "enabled" but it doesn't show out anywhere.
How can I make it appear in the "block" above the main forum
as show in the previous attachment.
