I think, it is an obsolete string copy-pasted from old versions.
Because of there is NO place where this variable is used....

AFAIK, there is only one possibility:
Edit DIY block templates.
AdminCP - Portal -> Block styles -> Edit

This setting $admincp['tpledit'] = 0; was used in Discuz 7.2,
but not used at all in DiscuzX of any version...
