Unfortunately, and this (geonames.org) database have some problems:
- invalid mapping of regions
(i.e Antarctica = first level administrative region of unknown country ,
Each American Samoa Islands = Country level! )
- nonexistent objects
- obsolete objects
- non-international object names (i.e. "Moskva" instead of "Moscow")
- too many "garbage" objects names like rivers, bays, farms, parks, etc.

Trying to solve all this problems....

Encountered yet another problem %)
The database is very large, so my phpadmin can not run my select queris

Now building some indexes for make queries faster.
But this take a few thousands of seconds...

1. mysql> alter table geonames add index `admin1_code` (`admin1_code`);
   
2. Query OK, 5901024 rows affected (1 hour 16 min 44.09 sec)
   
3. Records: 5901024  Duplicates: 0  Warnings: 0

Maxmind.com was checked before allready !
Disadvantages:
- only 3 levels (country/state/city)
- a lot of errors and mistakes

worldcitydb.com - looks nice,
but have NO DOWNLOADS!
Moreover, it uses the databases from geonames.org + ip2location.com.
SO, it is NOT usefull for us.
(I think, it may be usefull only for checking our resulting database...)

ip2location.com - can not be used,
because of it is NOT FREE (only for purchase)!

SO, I'm continuing to fucking with the geonames.org database...

Seeing the free edition:
DB have only 2 levels: Country - city.
So, it is NOT usable


code.google.com/p/worlddb:

Advantage:
It is the first database that have a RIGHT structure!:
Country - Region - City
And additionally have separated tables for every names in  National Languages.
Very nice!!!

Disadvantage:
The project is stopped since Oct 22, 2009.
So, the data is obsolete

Required to think a little, what to do...

I have verified and tested a database from code.google.com/p/worlddb.
Unfortunately I can not use it as is.
A lot of job required for the data verification, adding absent data, modifying the codes...

So, I have decided:
1) Get the idea from worlddb about the multi-lingual database structure
2) Get the up-to-date Geo data from the geonames.org.

Continuing with geonames db...

I think that you should directly abandon this table for it only makes sence in China(Mainland).

I think 3 levels (Country/State/City) are sufficient, maybe later if it's possible you will add the 4 level. or if it is possible the fort level will be entered manually by user. (sorry if I said somthing stupid here )
