How to add yet another administrator?

me and my friend are both admins of freeware Society.
both of them have the same usergroup as Administrator
but only i can use the admin center.....
where as my friend cant.............
he doesnt have that option.....

can anyone tell me why is that.....????????
its urgent so please help me out..........

AdminCP -> Admins -> Admin Team Permission -> Member Permissions:
Add new [ yet another admin name ] [Vice admin ]
[ Submit ]
