What is Block management and how do i disable it for users?????

in my forum many users complaint that they have a feature called 'block management' .......can anyone tell me how do i disable it for users.....????????
looked for an hour and then finally came here........so please resolve my problem....!!!!!!!!!

You can hide this link in template... But I dont have info about this feature, because I don't know what exactly is...

It is "Portal Management", available for admin only.
You can modify Portal categories, Articles, and Portal page blocks there.

I think you added your users into default "administrator" group.
Go to AdminCP and move your members into "member" group,
or edit the portal-related permissions for Member's group.
