For enable the Post Rating you have to enable at least one Credit type.

Go to AdminCP -> Global -> Money
and create/enable at least one Credit Type, i.e. "Rating" (extcredits1).

Then go to Group Management:

Users -> User Group -> User Group Members -> Select ALL groups, and then Multi Edit
then choose from the top submenu:
Other -> Points Related

After this you can see points-related settings for all the groups.

Enable to rate users with one (at least) of existing credit types, i.e. "Rating" or "Contribution",
and set the minimum/maximum rate value, and the per-day rate limit.

After enabling Rating for required user groups (see above)
the link Rate appears at the bottom of every post:

When you click the "Rate" link, you will see a popup block:

The types of credits and the amounts that you can give are set in
Users >> User Group >> User Group Members >> then selected all and Multi Edit
then Other >> Points Related

The choices in the selection box are set in:
Global >> Site Features >> Management Related >> User Rating Reasons Options

Here's the screen where you turn it on in User >> User Group >> Edit the group name >> Other >> Points

Additionally,
it is required to enable rating for all Administrative groups too!

Users -> Admin groups -> Select All for "Basic settings" column -> Multi Edit -> Points related:
Allow to rate members: Rating = Yes

And set the Max/Min rating value and per-day limit.

Only after this operation all the administrators/moderators can see the "Rate" link!

Just to add - you can set negative points as well.

So your min/max point range can be from -10 to +10, for example.  This can allow your users to give negative points - eventually abusive users will be moderated off the board as they lose points and move to a group with no posting permissions.
