Arabic flag icon

Arabic language pack used the icon "ps.gif",
but the same icon in default config file have other name: "ar.gif".
When enabling the Arabic language in config file, Arabic language icon is not shown...

Moreover, ps.gif have bad height 12px, Must be 16px, or the language menu style must be changed.

What was made:
1) All flags size unified to 18x12px.
2) Default Arabic icon was set to ar.gif
3) Added a language direction in config file
4) Added a style class for the language button
5) Header template modified for use the "flag" style.
