Wait for download page?

Does anyone know how to setup wait for download page (e.g. when click to attachment, rediredt to new page, wait 3 seconds to download)?

I found forum discuz.eu has this function, but dont know how to get this.

This is some plugin on offical site (in chinese): http://addon.discuz.com/?view=c3. Do we have English version?
