How to create, edit, and delete section and subsection to get started?

Just wanted to know how to create a section for java, android etc...
And how to delete them,
can this be done through mobile?

I think the topicstarted just mistyped.
It seems he talking about "Section" (not "Session"),
i.e. Category -> Forum -> Subforum
