Explaining the next time:

ISO-8859-1
1) Chinese xml parser understand only ISO-8859-1 encoding
2) So, the encoding row in xml file must be ISO-8859-1
3) Xml file can not contain characters that does not corresponds the ISO-8859-1 charset.

But your file have EXTRA CHARACTERS inside!
Try to encode your national words to HEX codes.

IE 9 = 内部错误，无法显示此内容 error

i edit and change diy .xml file to UTF-8
but now dosent work and get last error.
plz , test my diy files on your discuz. and tell me whats wrong (

Your problem is because of:
XML file encoding does not correspond the system encoding.

Default encoding is ISO-8859-1.
If you use NON-ENGLISH characters in your portal,
you MUST convert the XML file encoding from UTF-8 to ISO-8859-1.
