Upgrade UC_Server step 6

Am attempting to upgrade UCenter and am a bit confused about step 6

6. Copy the file /instal/convert/language/lang_update.php

to the /source/language/ directory at your site.

I have the rar file for the ucenter 1.6 but cannot find lang_update.php.  Where is this located?

I think it may be multilingual vs. english versions, but not sure how to fix.  Not sure what version I had before.

Do not use an obsolete code.

Use the latest code:

I tried copying in all the files from the upload tree.  It made all of the field labels in ucenter show inside brace brackets like {founder} or {password}.  I think there must be a localization file missing.

So I copied in from the file UCenter_1.6.0_EN_UTF8_by_vot

Now my ucenter is fine and shows as running version 1.6.  I can browse all of the sections, view all the data, and it shows as being connected to my bbs

However when I go to /install/update.php the error message is

Please upgrade your UCenter to 1.6.0 or later.
If you use the Discuz!X comes with UCenter, please upgrade UCenter by running the uc_server/upgrade/upgrade3.php

Can you see what I am missing?  I do not see this uc_server/upgrade/upgrade3.php file anywhere
