Arabic choose problem

I found if the user choose Arabic the page of the site will Reversed left to right

and some template will have More dislocation，the default template as the same.

and another bug is upload bottom dont show the word''upload''

1) Please read the Wikipedia about the Arabic language.
It is one from a family of Right-To-Left languages.
May be you do not believe, but some people really writes and reads from right to left!
Yeah, what the strange guys!

2) "Empty upload button" issue is reported already.
