Community Anti-Spam Service

I have an idea:
It would be nice to create a special anti-spam community service for all webmasters using DiscuzX.

How this may work (draft offer):
1) Make a database where placed all the objects recommended for access disable,
i.e. IP-addresses, Emails, User names, Advertised URL-s, etc.

2) A webmaster get a special script (anti-spam API) and integrates it into his site code.

3) When any visitor is accessed your site, the Anti-spam script connected to the Anti-Spam API and check the IP/Email/Username/Post_content from the server. If the script return a flag that this object is placed in a database as a spammer, your site will disable access for this user.

4) When a webmaster detect a new spammer at his site, he just banned a spammer in AdminCP,
and our script report this event to the central anti-spam server.

6) Anti-Spam server add this reported visitor (spammer) to the database.
And when this spammer is tried to send spam at other Dzx forum, his parameters will be detected by all other forums and blocked.

Есть риск, что кто-то из слишком ретивых админов заблочит по ip целую сеть вместо нескольких пользователей. И при таком алгоритме работы это коснется всех остальных админов и их сайтов. Что не есть гуд.

Как  можно избавиться от риска недобросовестного блокирования?
