But what does rushreply mean?

I think it's reply reward means if we want to rate the user at the time of he posted in our thread then we can set reply reward as prefix with permissions as time and how many members do you want to rate
if any other user replyed in that thread then he will be rewarded

Everything is fine, but rushreply and replyreward are two diffrent things.

With rushreply you can set quanity of replies, lock topic by deadline and more...
With replyreward you can set... reward for replies...

Hmmm, by the way, he's forum seems to be wrong installed. I think he has added language pack to original Discuz! X version... But I don't mind...
