No permission for Diagnosing Tools

I want to go to Diagnosing Tools in admincp but this error is show!
Sorry, you have no permissions to use this feature

I use  discuz 3.1 and my usergroup is administrator UID=1 and I'm founder,full access to site and host
How permission to Diagnosing Tools?

I think this is a bug in discuzX3.1
I don't change any permession and this problem It was the first day!
Please explain me how to permession to this part.

Where to go and what to click?
And please attach only English screenshots,
because of all the members outside Iran can not read Persian words.

I go to admin panel and go tools then click the diagnostic tools.
but this error occurred "Sorry, you have no permissions to use this feature"

No problems found.

I think, you do NOT need this tool!
Because of it is a Chinese Cloud Service.
