Check your config, set encoding to UTF8:

Khalid, did you see inside you VB database???

There are NO normal UTF characters in the user names!
All the names in VB database are ALLREADY presented as HTML-entities!

1. INSERT INTO `user` VALUES (1, 6, '', 0, 'خالد', ....

however
i tried every way to convert to discuz it seems very hard to find any way

i have hope this time to convert
but i want to be sure the problem cause by arabic name
casue it show diffrente error to me

You tried to use incompatible products.

Your Discuz is Ver.X2.0.
But your Convertor is for Discuz Ver.7.2

This products can not be used together.
