How to enable to view images and download attached files for guests

By default,
all guests (not logged in visitors) are unable to view attached files and images.

If you would like to enable to view images or  download attached files for guests,
you must modify the corresponding permissions.

Go to admin panel,
Forum --> Edit the Forum to be able to view --> click "permission related"
--> check "Download/View attachment" permission box for guests.

Of cource you must set other group's permission to enable or disable,
because of default permission policy is changed by this setting.
