I see "Reply" link in every post in that thread,
and "Reply post" form in the bottom of that page.

What is wrong?

When I is not logged in, then I see a Reply button in every post.
But after logging in I see only "Reply post form" at the page bottom.
It seems the reason is in the User Group Permissions.
Check user group permissions.

so the reason is NOT in the User Group Permissions.
